El Observatorio Legislativo tiene como objetivo brindar información de calidad y actualizada de proyectos de ley a estudio del parlamento que tienen impacto en los derechos humanos. Esta labor de sistematización y análisis permite – además – organizar y coordinar el trabajo de incidencia que realiza la Institución Nacional de Derechos Humanos y Defensoría del Pueblo en materia legislativa.
Con esta herramienta se da respuesta a los cometidos institucionales, detallados en la Ley 18.446, de “emitir opiniones, recomendaciones y propuestas sobre proyectos de ley o propuestas de reformas constitucionales relacionados con los derechos humanos” (art. 4 lit. D) y “Recomendar a las autoridades competentes la aprobación, derogación o modificación de las normas del ordenamiento jurídico que a su juicio redunden en una mejor protección de los derechos humanos” (Art. 4 Lit. I).
